Government funding

So the government is injecting £3,990,000 into basketball for the 2012 Olympics.
1/ In the scheme of things, how far does this go? I'm not saying it is or isn't much...I simply don't know the answer.
2/ How should it be used? Presumably get a good coach and develop a solid grass roots programme to get the talent?
My understanding is that sports have 3 years to prove they are worth additional funding following this spend....lets not waste this opportunity.

After our better than expected showing in the commonwealth games the Government must think that UK Basketball can win some votes, strike that, medals at the Olympics to be so generous
